Initial concerns centered on Nazi Germany and the potential threat of German naval raiders targeting Indian Ocean convoys. Busselton emerged as a strategic location for reconnaissance aircraft to monitor sea lanes. Hangars, administration buildings and a radar station were constructed on Cape Naturaliste.
